This Siren Whistle was patented by Simon W, Wardwell Jr and Frank Mossberg of the Mossberg Wrench Company, Attleboro. MA, USA in 1895; the company was known at the time for producing adjustable bicycle wrenches, so it is not surprising that the 'Develine' was also aimed at the Cycling market. Maker - Mossberg Wrench Co., Attleboro, Mass, USA. Marks - Stamped to the body of the Whistle with DEVELINE PATENT PENDING and MOSSBERG WRENCH Co. ATTLEBORO MASS, U.S.A. Circa - 1890s (Early Version as it is Patent Pending so pre Patent Granted Production).
